The European Commission is considering legal action against Greece and Cyprus after both abstained from an International Maritime Organization vote delaying the Net-Zero Framework, breaking the EU’s unified position. The move angered other member states, with Brussels exploring legal or financial reprisals, including tighter scrutiny of maritime state aid. Greece has since pushed to remove references to the IMO agreement from EU climate texts, while Prime Minister Kyriakos Mitsotakis questioned the pace and cost of decarbonisation, deepening divisions within the bloc over shipping emissions policy.
